if_nbr

Network interface number to get last known physical link state.

fcnt

Function to call when the link changes.

p_err

Pointer to variable that will receive the return error code from this function:

NET_ERR_FAULT_LOCK_ACQUIRE
NET_INIT_ERR_NOT_COMPLETED
NET_IF_ERR_LINK_SUBSCRIBER_NOT_FOUND
NET_IF_ERR_INVALID_IF
